Dr. Segura is a former Partner, Chief Economist, and President of the Investment Committee of SigmaBleyzer, a Texas-based private equity fund with investments in Eastern Europe. He also served as the Chairman of the Board of The Bleyzer Foundation, an international NGO engaged in economic studies. Dr. Segura is an Honorary Member of the Supervisory Board of the EU Ukraine Business Council, and Senior Advisor to the US Ukraine Business Council.
Currently, Dr. Segura is Professor of Economics at the EERC-Master’s Program in Economics of the Kyiv School of Economics in Ukraine. He also taught at the Kyiv-Mohila University in Kyiv. For several years Dr. Segura was a Fellow and Visiting Professor at the Said Business School of the University of Oxford in the UK, where he lectured on Emerging Capital Markets. He was also a Visiting Professor at the MBA Program of George Washington University in Washington DC, where he taught Financial Decision Making.
Before joining SigmaBleyzer in 1998, for 27 years Dr. Segura was a Senior Manager at the World Bank in Washington DC. He was the Country Director for Mexico, Venezuela, Central America and part of the Caribbean (where he was in charge of a portfolio of loans of $12 billion.) Earlier positions included Technical Director for Latin America, Deputy Director and Principal World Bank Adviser, Division Chief in charge of Industrial Development and Finance for Europe, Middle East and North Africa, and Division Chief for Chemicals, Fertilizer and Oil Refineries, world-wide.
Before his retirement from The World Bank in 1998, Dr. Segura was the Chief of the World Bank’s office in Kiev from 1996 to 1998. During Dr. Segura’s tenure in Kiev, the World Bank approved total lending/guarantees of about US$1.6 billion for ten operations – Housing Development, Coal Pilot and Adjustment, Enterprise Development, Social Protection, Agricultural Adjustment, Electricity Market Development, Export Development, Pre-export Guarantee, and Sea Launch Guarantee.
Before joining the World Bank, Dr. Segura was a Partner, Vice-President and Economist of Bailey, Tondu, Warwick and Co., a New York investment bank with operations in Europe, Asia and Latin America.
Dr. Segura holds a Ph.D. degree (in Finance and Economic Development) and an MA degree (Economics) from Columbia University in New York, an MBA degree from Stanford University in California, and an Industrial Engineering degree from Peru. He also attended the Advanced Management Program at Harvard University, the Corporate Strategy program of MIT and the Kiel Institute for World Economics in Kiel, Germany.
Dr. Segura has written extensively in the areas of financial, industrial and economic development in Emerging Markets. He has lectured on these matters in many academic and non-academic institutions, such as the European Parliament in Brussels, the House of Commons in the UK, the European Commission, the European Business Association, the World Bank, the Heritage Foundation, the Kennan Institute, St. Antony’s College of Oxford University, Columbia University Business School, Cornell University Business School, the US Air War College, the US Ukrainian Business Council, the EU Ukrainian Business Council, the Cabinet of Ministers of Ukraine, the Lviv Business School, the Washington Forum on Economic Development of Ukraine, the Ukrainian National Academy of Sciences, etc.
